GGIR 2.5-1 writes calendar_date differently in each part: part 2 is an ISO
8601 timestamp with a UTC offset (e.g. 2016-02-26T00:00:00+0100), part 4 is
dd/mm/YYYY and part 5 is YYYY-MM-DD. Some contributors' part 2 data is
dd/mm/YYYY HH:MM. All of these are returned as the local calendar date,
ignoring any UTC offset. Timestamps are first rounded to the nearest minute,
because GGIR 2.5-1 stamps the last partial day a few seconds before midnight.
Values ending in Z were converted to UTC upstream, so the local date cannot
be recovered; these, and values that cannot be parsed, are an error.
